A structured quality management system is an essential pre-requisite for financial mechanisms towards universal healthcare coverage. The Government of Kenya is in the process of putting in place a framework for quality assurance in health service provision. This Government initiative is shared and supported by the German Development Cooperation (GDC). The GIZ Health Sector Programme, in discussion with the Directorate of Health Standards Quality Assurance and Regulation has organized a learning exchange visit for senior officers involved in Quality Management. The objective of this initiative is to provide an opportunity for the leading Kenyan institutions in quality improvement to acquaint with service providers and certifies offering different quality improvement systems with a view to further improving the Kenyan Quality Model for Health. This will contribute to improving quality of health in Kenya and set an incentive towards engagement of health providers on quality improvement.
On September 4, 2014 the GIZ Health Sector Programme organized a kick off meeting for government officers who will be travelling to Germany for the learning exchange visit. The study tour will take place from September 22, 2014 to October 1, 2014. The participating officers are drawn from various institutions involved in quality management, that is, Directorate of Health Standards Quality Assurance and Regulation; National Hospital Insurance Fund; Kenya Accreditation services; Kenya Medical Practitioners and Dentist Board; Kenyatta National Hospital; Minsitry of Health, Kwale County; Ministry of Health, Kisumu County; and Health Financing Reforms and Innovations Unit.
The institutions to be visited are based in Berlin and Frankfurt and include Deutsch Akkreditierungsstelle (DAKKS), Charite’ University Hospital, Geschäftsstelle QS Eschborn, Frankfurt University Hospital, Kooperation für Transparenz und Qualität im Gesundheitswesen (KTQ), GKV spitzen-verband, Gesundheitsministerium, among others.
This tour will expose the officers to international practice in quality management which can be adapted to the Kenyan environment and which can be used to enrich the evolving Kenyan quality management system. Germany, being a federal, system provides examples of quality management in a decentralized system that adds value to the development of the quality management framework for Kenya.2014-09-23
